How can I become a licensed Pennsylvania Title Agent?

To become a licensed Pennsylvania title agent the Pennsylvania Insurance Department requires that you take and pass the Pennsylvania title agent's licensing exam. PSI Services LLC is a private company contracted by the state to administer the exams.

In preparation for the Pennsylvania title agent's licensing exam it is recommended that you take the Guidelines for Agent Licensing specifically created for this purpose by the Pennsylvania Land Title Institute (PLTI), the educational arm of PLTA.  Click here for information on this course.

The Agent’s Licensing Bulletin published by the Insurance Department contains a test outline. You can register for the test online at candidate.psiexams.com. Under "New Users" on the right side of the page, create an account and register for the test.  Exam sites are located throughout the state and can be found on the PSI website.

One - Build your Knowledge

You need in-depth, Pennsylvania-specific reference materials in order to immerse yourself in the knowledge required for your chosen profession. You can attend any of Pennsylvania Land Title Institute’s (PLTI) programs or take courses through the online learning platform.

Two - Prepare for the Licensing Exam

Prepare for the licensing exam by taking PLTI's Guidelines for Agent Licensing eBook course, specifically designed to assist you in taking and passing the licensing exam. This course explores the core knowledge and topics covered in the licensing exam and is organized to follow the test outline published in the state licensing bulletin.  Interactive quizzes keep you on track to pass the test. You should also consider membership in the Pennsylvania Land Title Association (PLTA). PLTA members receive significant discounts on the Guidelines course, as well as all live and online courses. 

Three - Take the Test

To become a licensed Pennsylvania title agent the Pennsylvania Insurance Department requires that you take and pass the Pennsylvania title agent's licensing exam. You can register for the test online at PSI Online.   Exam sites are located throughout the state, and can be found at PSI Online. 

Four - Receive your License

Once you pass your examination, you may complete and submit your application electronically using the
kiosk at the PSI examination site. The license application fee along with the fingerprinting fee will be paid at the kiosk using a credit card. During the electronic application process, once you have paid the fingerprinting fee it will enable you to submit your fingerprints before leaving the exam testing center. You must provide a copy of your passing producer exam score and confirmation of payment of all fees in order to be fingerprinted. Your application and all fees will be forwarded electronically to the Department. It is your responsibility to ensure that the application has been properly completed and that the information is accurate. After the Department has verified that you have passed the required examination and that you have met all standards for licensure, the Department will issue the appropriate license.

You may view the status of your license application on the Department’s Web site at www.insurance.pa.gov. Once your license has been issued, you may print your license from the web site. Please be advised that the Department no longer mails licenses.

Five - Get Credits You've Already Earned

If you prepared using the Guidelines courses, you are eligible for CE Credit.  The state has a continuing education (CE) requirement of 24 credit hours for non-attorney agents and 3 credit hours for licensed attorneys (who must also be compliant with their continuing legal education requirement and have filled out and submitted the Declaration of CE Status form to the state.)  You can get these credits from having taken the Guidelines course, or through PLTI live (See upcoming programs on our Calendar) or online (Visit PLTIOnline) programs.

*Please note: YOU CANNOT RECEIVE CONTINUING EDUCATION CREDITS AS A TITLE AGENT UNLESS YOU ARE LICENSED IN PENNSYLVANIA AS A TITLE AGENT.  You can always take seminars that interest you, however, whether you are licensed or not, the best practice is to keep up with the frequent changes in laws and procedures in title.  Whatever courses you take after you become licensed will count toward your continuing education requirement.

After you are Licensed
