Association outlines member concerns with Pa. data call

After receiving numerous complaints and concerns from its member agents selected to participate in a data call by the Pennsylvania Insurance Department, the Pennsylvania Land Title Association reached out to the department to voice those concerns. UPDATE - Insurance Department Data Call

 

On February 18, 2010, the Pennsylvania Insurance Department issued a demand for data and information to 498 PA title agents, roughly 20% of all PA licensed agents (“Data Call”). Selected agents ranged from the largest to the smallest, geographically distributed across the Commonwealth.

TIRBOP Launches Web Site

The Title Insurance Rating Bureau of Pennsylvania (TIRBOP) recently announced the launch of their official web site.

The site will provide the current version of the TIRBOP Rate Manual, TIRBOP approved forms, information on title insurance rates, and a number of other useful downloads.

Title Insurance Agents Take Preventive Measures to Protect Property Rights, Reduce Claims

WASHINGTON--(BUSINESS WIRE)--Title insurance companies have protected the American dream of homeownership for more than a century by providing behind-the-scenes work that strives to eliminate claims and assures homeowners that their investment in a property is protected.

“Unlike insurance agents that sell other forms of insurance, title insurance agents spend the majority of their time and resources preventing claims and protecting homeowners’ property rights,” said Kurt Pfotenhauer, chief executive officer of the American Land Title Association. “A recent request by the New Mexico attorney general to decrease title insurance rates in the state highlights a lack of understanding of the title insurance industry and the preventive measures title agents take to eliminate claims and protect consumers.”

ALTA Forms Licensing Initiative

The American Land Title Association (ALTA) recently announced its plans to license the use of all ALTA policy forms (including Endorsement forms).   This licensing program begins on October 1, 2009.  ALTA will be contacting all non- ALTA members and offering a free ALTA membership for the remainder of 2009.  This membership will include a free license to use the ALTA forms.  On January 1, 2010 those new members will be sent a dues invoice for 2010.  Those who renew their membership will be allowed to continue their free use of the forms.  Those who do not renew will be invoiced $195.00 as a licensing fee for use of the forms.  Click here for FAQS relating to this initiative (requires Adobe Acrobat).

 
Title Insurance Study

Following up on the May 28th public informational hearing concerning the title insurance industry, the Pennsylvania Insurance Department ("Department") has decided to conduct a Title Insurance Study ("Study").  The Study will be directed to a representative sample of Pennsylvania title agents.

The Study will be under the direction and control of the Department with funding provided through the Title Insurance Rating Bureau of Pennsylvania. The Study is to be conducted jointly by Regulatory Research Corporation [Dr. Nelson R. Lipschutz] and Birny Birnbaum Consulting Inc. [ Birny Birnbaum] [the “Consultants”].

Recording fee increase in Philadelphia

On August 3, 2009 there will be a fee increase for document recording at the Philadelphia Department of Records.  Click here to see a schedule of the new recording fees.  This schedule of fees can also be found on the City’s website: www.phila.gov/records.  Select “Document Recording”, then “Fees”.

 
PLTA Speaks Up at Insurance Department Public Hearing on Title Insurance

PLTA leaders and members turned out in good numbers and strong voice for the May 28 public informational hearing on title insurance rates and practices held by the Pennsylvania Insurance Department at the Commonwealth Keystone Building in Harrisburg.  The hearing was part of a chain of events that began with the Title Insurance Rating Bureau of Pennsylvania (TIRBOP) making a rate filing with the Department of Insurance.

RESPA Implementation Taskforce

The American Land Title Association (ALTA) has formed a RESPA Implementation Taskforce to identify the practical questions that arise in the new RESPA regulations and determine how title agents and closers will implement the new rule.
